TP Thievery

Why is there an insistence by most public buildings to lock the toilet paper dispenser in the bathrooms? Are they that intent upon keeping what is probably a 50 cent roll of toilet paper safe??!

The news stories are always, "the thieves were caught with 500 pounds of illegal drugs," they're never "the elusive thieves were caught after an extensive sting operation, with over 1,000 rolls of industrial-sized toilet paper rolls."
